The UK Government Makes Moves to Boost Industrial Hemp Industry
The United Kingdom is taking steps to make it easier for farmers to grow industrial hemp, with new regulations approved by the government. These changes aim to support licensed farmers and encourage investment in the industry, while also cracking down on illegal drug use of the plant.
New Regulations to Support Hemp Farmers
Under the current rules, licensed farmers in the UK can grow industrial hemp with less than 0.2% THC for fiber and seed production. However, initial licenses are only valid for three growing seasons and cost £580, with renewals costing £326 for another three years.
Extended License Validity and Deferred Start Date
Starting in 2025, the length of time a hemp license is valid will be extended to six years under the new regulations. Additionally, farmers will be able to apply for a license with a deferred start date of up to one year, giving them more time to prepare for the new crop.
More Flexibility for Hemp Growers
The new rules, developed in collaboration with experienced hemp growers, will also allow farmers to grow hemp anywhere on their licensed farm, rather than limiting production to specific parcels of land. This change will give growers more flexibility in managing their operations and incorporating hemp into their crop rotation plans.
Growing Popularity of Hemp in the UK
The number of licensed hemp growers in the UK has significantly increased in the past decade, from only six in 2013 to 136 in 2023. Farming Minister Mark Spencer believes that these new regulations will provide British farmers with more opportunities to succeed by growing hemp.

According to Spencer, industrial hemp has the potential to bring in new revenue streams, expand the bioeconomy, and provide environmental benefits without taking away land from food production. Dual Licensing Scheme to Prevent Misuse
It’s important to note that industrial hemp licenses do not allow for the use of hemp flowers or leaves. For those interested in utilizing these parts of the plant, a separate cannabis cultivation license is required for medicinal purposes. This dual licensing system aims to prevent drug misuse and protect public safety.
Government Support for the Hemp Industry
The new regulations have received support from various groups, including the Farmers Guide. Minister for Crime and Policing, Chris Philp, believes that these changes will help farmers and manufacturers in the UK fully realize the economic potential of hemp cultivation in a safe and legal manner.
